Yes, I would add rockstar launcher in steam as a non steam game. Then once it's in your library, follow the previous steps I mentioned with using big picture mode and verify controller options for the launcher. Then play the launcher directly from steam and then you choose gta5. If that doesn't fix your controller then remove and reinstall
